Dominica, situated midway between Guadeloupe to the north and Martinique to the
south, was first discovered and named by Colombus in 1493. It changed hands many
times between the French and the British until 1783 when it became permanently
British. Dominica was a member of the Leeward Islands federation 1871-1940,
Windward Islands federation 1940-1956, West Indies federation 1958-1962. In 1967
Dominica obtained a grand autonomy "Statehood" which limited relations with Great Britain
to foreign affairs and defense. It became an independent republic in 1978. For
